Secret Agenda

At 6:05 a.m. on June 15th, the former owner of Pine Canyon Ranch happened to be driving his pickup on Highway 97 when he saw the toll sign as he left Kent.
What the hell is this? he wondered as he slowed for the gate across the road. A yellow-clad figure appproached the driver's side of his pickup. He raise his window and asked, "For Christ sakes, what the hell do you think your doing?"
"I'll cost you five dollars to pass," the attendant said. "We own the road between here and the Wasco County border, and the charge is five dollars to use it."

That's a small segment of Secret Agent, revealing one of Shabdrung's activities after he settled in Oregon. How can he claim to own the road? How did the citzens deal with this? How is this a part of his secret agenda? The book will answer these intriguing questions, and the reader will be engrossed by the revelations that follow in the rest of the story.
